In October 2015 the EduWest consortium (comprising of Macquarie Capital, the Badge Perkins Joint Venture (BPJV) and Spotless Facility Services) were awarded the WA Schools Public Private Partnership (PPP) project on behalf of the Western Australian State Government.

This complex contract involves the design, construction, maintenance, facilities management and private funding of four Primary Schools and four Secondary Schools (across 11 separate construction stages) within the Perth metropolitan area to be delivered between 2017 – 2022. The EduWest consortium finances the project and carries out a full facilities management service until 2047. Most significantly this is the first contract of this type within the Western Australian education sector.

The following 9 school stages have been successfully completed as part of the WA Schools PPP Project so far;

Primary Schools

  • Alkimos Beach Primary School – Completed December 2016

Incorporates eight buildings, hardcourts, a nature playground, landscaped courtyards, and external verge works.

  • Baldivis Gardens Primary School – Completed December 2016

Incorporates seven buildings with hardcourts, a nature playground, landscaped courtyards, external verge works, and a specialised dental therapy centre.

  • Woodland Grove Primary School – Completed December 2016

Incorporates seven buildings with hardcourts, a nature playground, landscaped courtyards, external verge works, and a specialised dental therapy centre.

  • Carnaby Rise Primary School – Completed December 2016

Incorporates eight buildings with hardcourts, a nature playground, landscaped courtyards, external verge works, and a specialised dental therapy centre.

Significantly, both the primary schools and secondary schools were all designed over a 14-month period. Whilst construction of the four primary schools was fast tracked in 2016 to occur concurrent with the design development with the same Commercial Acceptance date of December 2016 for all facilities, marking a remarkable achievement to design and construct thirty single storey structures and external facilities in just 14 months.

Secondary Schools

  • Aveley Secondary College (Stage 1) – Completed December 2017

Incorporates of nine single and two-storey structures – interlinking covered walkways, courtyard spaces, teaching/learning centres, a gymnasium/sports hall, external sporting facilities including an AFL oval, and carparks.

  • Coastal Lakes College (Stage 1) – Completed December 2018

Incorporates of ten single and two-storey structures – interlinking covered walkways, courtyard spaces, teaching/learning centres, a gymnasium/sports hall, performing arts studios, a lecture auditorium, external sporting facilities and carparks.

  • Hammond Park Secondary College (Stage 1) – Completed December 2019

Incorporates nine single and two-storey structures – interlinking covered walkways, courtyard spaces, teaching/learning centres, a gymnasium/sports hall, performing arts studios, a lecture auditorium, external sporting facilities including an AFL oval and carparks.

  • Harrisdale Senior High School (Stage 2) – Completed December 2019

Delivered concurrently with Hammond Park Secondary College, this is the second stage of construction on an existing school commenced by another builder in 2017. Works consist of four, two storey structures, courtyard spaces, teaching/learning centres, specialist activities spaces, performing arts studios, a lecture auditorium, external sporting facilities including a soccer/hockey field, and carparks. The project was located centrally within the confines of the existing Harrisdale Senior High School and was successfully delivered without disruption to their daily operational activities.

  • Aveley Secondary College (Stage 2) – Completed December 2020

Additional three two storey structures to the Stage 1 school completed previously – interlinking covered walkways, courtyard spaces, teaching/ learning centres, and other specialist activities such as, music, performing arts dance/drama studios, lecture auditorium, external sporting facilities and bituminised carparks. The project was located within the confines of the existing Aveley Secondary College and was successfully delivered without disruption to their daily operational activities.

Construction of the Stage 2 developments remain to be completed at Coastal Lakes College and Hammond Park Secondary College campus’s which will provide the local community with leading secondary educational facilities.

Design Features and Innovations

The design and construction was directly managed by BPJV assessing whole of life costs rather than traditional up-front capital costs; incorporating energy efficiency, quality of materials, equipment selection and ease of maintenance. The design and construction was also based on ecologically sustainable design principles, with a particular emphasis on reducing energy consumption and GreenStar principals.

Using the innovation, design and quality principles established throughout the PPP, the completed projects utilise materials and construction methodologies, which encompass whole of life costs rather than traditional upfront capital costs and are realised by incorporating energy efficiency, quality of materials, equipment selection and ease of maintenance.

Through adoption of lightweight structural steel construction techniques, with lightweight partitions to define spaces this school maximizes flexibility of the building whilst assisting in the speed of construction. Inherent adaptability allows adjustment for changing school community needs over the lifespan of the school.

Environmentally, the PV solar panels installed contribute towards the current status of the PPP schools collectively forming the second largest commercial solar array in WA, which also reduces pressure on the State’s utilities.

BPJV Management

Badge Perkins Joint Venture is an unincorporated 50/50 joint venture formed specifically for this project between BADGE Constructions Pty Ltd and Perkins Builders Pty Ltd. Staff have been nominated to the joint venture by the two parent entities but have become BPJV employees to provide a united and team-focused approach. A full suite of management tools and procedures has been developed specifically for this joint venture environment to address the complex requirements of a PPP contractual environment.

Awards

  • The AIB recognised Rocky Slater (Manager PPP) and Jason Orso (Project Manager, Perkins) from the BPJV leadership team for excellence in delivery for the WA Schools PPP. Awarding Professional Excellence in the prestigious Commercial Construction $100 million plus Category at the 2018 Western Australia Professional Excellence in Building Awards, and a Certificate of High Commendation for Commercial Construction over $100m at the 2018 National Professional Excellence in Building Awards.
  • Aveley Secondary College Stage 1 was awarded Best Education Building between $50m-$100m at the 2018 MBA WA Excellence in Construction Awards.
